DIBC RPP-CM-26-01: Domestic Processing Capabilities of Critical Minerals
Defense Industrial Base Consortium request for project proposals seeking domestic production-capacity projects for thirteen critical commodities, including the rare earths samarium, gadolinium, ytterbium, and yttrium, across six areas of interest: mining and beneficiation, separation and processing to oxides/chlorides/salts, metal production and refining, alloying and finish processing, recycling and recovery, and supporting supply chains. Executed as Other Transaction research or prototype agreements under IBAS and/or DPA Title III funding; evaluation criteria contemplate projects exceeding $100M and $500M.
