Phoenix Tailings Exeter metallization facility

Phoenix Tailings' rare earth metallization facility in Exeter, New Hampshire, opened in October 2025 with initial production of neodymium-praseodymium (NdPr) and dysprosium-iron (DyFe) alloy at roughly 200 tons of rare earth metals per year, scalable to more than 1,000 tons per year. The Department of War's Office of Strategic Capital signed a $500 million conditional loan commitment with Phoenix Tailings in June 2026 to expand production at its existing metallization facilities in Burlington, Massachusetts and Exeter, New Hampshire and to build a new separation and metallization plant (the Freedom Facility).
